    The Cook Islands has signed a five-year agreement with China, for seabed mineral exploration and research

    Prime Minister Mark Brown had earlier been accused of not consulting with New Zealand on the deal with China.

    A copy of the deal shows it covers cooperation - but does not involve any agreement to give a license for mining, or exploration.

    The Cook Islands also signed a Joint Plan for Comprehensive Strategic Partnership with China last week.

    It has further strained the connection between New Zealand and the island nation - with Foreign Minister Winston Peters calling for a full reset of its relationship.
