They'd allegedly reoffended during the military-style academy pilot - but were let out for the funeral of another participant killed in a crash.
The youth was accompanied by OT staff, but absconded -- and was missing for days then allegedly got involved in an attempted armed carjacking.
A summary released today found the decision-making, planning, actions and responses in supporting attendance at the tangi were reasonable, and in line with practice expectations and the law.
